MAIN DIRECTIONS OF AVAILABILITY INCREASE OF PRIMARY HEALTH CARE FOR PATIENT OF DIFFERENT AGES

Abstract:
In article results of introduction of the out-patient centers in Moscow are presented. It is shown that rational distribution of available resources of 4-5 institutions which have taken place reorganization in one large out-patient center, allowed to put a basis for formation of a priority of out-patient primary health care over in-patient, to create in theory the closed and full medico-diagnostic cycle for each patient. Formation of three-level system is allowed to expand chiefs powers of out-patient associations regarding effective interaction between structural divisions of the first and second level, formation of rational patients routing, elimination of an imbalance of personnel between divisions. And the organization of out-patient associations is allowed to move material and personnel resources from the former city policlinics to the out-patient centers. Rational distribution of resources and formation of accurate schemes of patients routing according to closed cycle system with priority of an out-patient link is promoted to increase of availability of primary health care.
